Kerala: new land rental policy on the foundation

ThiruvananThapuram: To rationalize the criteria placed by various industrial promotion agents and offer playground fields for entrepreneurs, the Industrial Department is ready with integrated land ration policy, while allocating land for various entrepreneurs who approach it.
New land rental policy, while influencing government land for industrial purposes, will liberalize the condition of entrepreneurs, allowing them to change company ownership, change business and will also need out policies for entrepreneurs.
“This policy is being framed to facilitate investors who are looking for land from the government.
The policy design, under the active consideration of the government, is expected to get the final permit in a month,” said Secretary Secretary of Secretary (Industry) K Elanlangovan.
This policy will apply to various institutions entrusted with industrial development – by obtaining, holding and allotating land to establish industrial companies in the state – but participate in various regulations and regulations.
These include district industry centers under the Directorate of Industry and Trade, small industrial development companies, Kerala State Industrial Development Corporation (KSIDC) and Kerala Industrial Infrastructure Development Company.
Because various institutions under the department follow different land disposal regulations, an entrepreneur who comes to form a company is in a dilemma regarding the agency where he must approach soil freezing, with different provisions for each agency.
“The traditional concept of the relationship of landlords and forcing unnecessary conditions in entrepreneurs will create a negative impact on industrial development.
Industrial policy is expected to provide more influence to make entrepreneurs who are environmentally friendly and invite more jobs by providing more incentives and concessions , including land allotment with the smallest delay, “said KSIDC MD and chairman of the MG policy preparation committee Rajamankam.
In accordance with new policies, manufacturing product changes, in the same product category where the original land is intended, will be permitted without special permission from the government.
In accordance with the existing policy, if the product change is considered, entrepreneurs must submit the land to the government and wait for new allotment, which will affect the weight of time and costs.
Also, the allocated property can be pawned, where tripartite agreements must be included between the Financing Agency, Government and Allottee.
However, there will be a reasonable limit such as ban excavation or mining on the land allocated to remove stones, earth or other materials.
There are provisions in new policies where the government can continue the plot.
Kerala has taken several steps to improve its position in the ease of ranking business (EODB).
The last time, when the ranking was published in 2019, it stood in place 28.
Higher rating in EODB ranking is a key factor in attracting more investors to state.
After a sad show, Kerala has launched a series of reforms monitored by the department for industrial promotion and internal trade.
On March 1, 15 states (including Kerala), have completed the planned action of the district business reform as part of the EODB.
