Mumbai: According to the Autonomy of the State University, the State Cabinet on Wednesday cleared the amendment to the Maharashtra Public University Law, 2016, and decided to choose the Chancellor’s representative candidate.
Changing the election method, the country will now receive a list of five nominations chosen by the election panel, select two and send it to the governor, Chancellor of the University, to finally choose candidates.
Taking a signal from the University of Agriculture, the state also decided that the Minister of Higher Education will now be the Pro Chancellor of all state public universities.
Pro VC, which was appointed by Chancellor in consultation with VC, now will only be from government or universities assisted.
“The VC selection process has been changed to avoid Chancellor’s political interference,” said a country officer.
Until now, the election is free from government interference.
The VC / ProvC search panel was led by governor candidates, one member was recommended by the management board and the third by the Academic Council.
It invited applications, selected candidates, interviewed them and sent five names to Chancellor, who chose one.
The Minist of Higher Education and Technical Uday Samant told Ti that this recommendation was made by the expert panel under Sukhdev Thorat, former Chairman of the UGC.
The panel was formed to suggest changes in the law for the implementation of effective national education policies.
“The University of Agriculture has the position of Chancellor Pro, which is held by the Minister of Agriculture.
Only universities under the Department of Higher Education and Technical are not posted,” Samant said.
“Also, as far as the VCS and Pro VC selection process, we have followed the procedure at the central universities where the selection panel sent its recommendations to the government which then sent it to the President,” Samant said.
The Minister denied speculation that decisions tended to become another flash point between the Governor and the MVA government.
“The governor is a constitutional post and there are no questions to take their rights,” Samant said.
The bond between the MVA government and Governor B S Koshyari has tense with differences in a number of problems, including seats nominated by the Governor at the Legislative Council.
Education and former Principal Anil Rao condemned the decision.
