Bengaluru: With Castebased Disbursal Wages Under the Mervrega Rural Work Guarantee Scheme causes problems on the ground, the state government has requested the center to move to a longer system for funds.
In April, the countries were asked to open three accounts to receive central funds – each for the scheduled caste (SC), the Scheduled Tribe (ST) and the General Category.
It hasn’t worked well in Karnataka because the transfer has not been consistent in all three accounts.
In a letter on September 3, the Rural Department and Panchayat Raj (RDPR) have told the center of this problem.
The main secretary of RDPR LK Atheeq sent it to Nagendra Nath Sinha, Secretary, Ministry of Union in rural development.
The letter, accessed by Toi, explained how the trifurbation of the caste fund allocation has caused “incompatibility” in terms of money available to be disbursed for workers in each category.
“One can observe that the SC account receives funds six times in August.
But in the same period, funds have not been received in the ST and other Category Accounts even though the wage request is generated in all categories,” Note State.
The state government has underlined that deficit payments show that the release of funds in three accounts “is not in line with the demand generated in this category”.
“Field officials cannot explain the reason for MGNREGA workers whose wages are delayed …
Certain categories receive wages before others and this causes operational discomfort,” a letter added.
The state government has been looking for towing practices in practice the details of the caste on salary or e-NMR (nominal motter roll), indicating concerns about caste-based discrimination among workers.
“The display of the information is in e-NMR because it can be reviewed,” he said.
Atheeq told TI that the state had not received a response.
“The decision was among the Department of Rural Development, which must coordinate with the Department of Expenditure and Ministry of Finance and gave us a response,” he said.
