New Delhi: Not satisfied with the scope of the probe or findings of the three member committees that investigate the purchase and maintenance offer for 1,000 low-floor buses to be obtained by Delhi Transport Corporation (DTC), the Interior Ministry union recommends a preliminary investigation by the CBI into this issue .
The source shows that DOPT, written by MHA on August 16 seeks actions to carry out the initial investigation of the CBI, may have continued the relevant files to the investigation body.
Preliminary questions can or may not produce FIR that will guarantee full CBI investigation.
The Delhi BJP unit has accused corruption in a low-floor bus agreement, the cost that was very previously denied by Deputy Chief Minister Manish Sisodia.
Interestingly, Sisodia has been, at a press conference last month, insisted that “a central designated committee had said there was no fraud” and accused the opposition party “misleading person”.
TOI now with reliably knowing that the three member committees founded by the NCT government from Delhi – consisting of EX-IAS OP Agarwal officers and two Delhi government officers, the main secretary (transportation) Ashish Kundra and the main secretary (vigilance) Kr Meena (vigilance) .
– Having in his report concluded that there were indeed some procedural problems in the annual maintenance contract offer, even though there was no crime in the DTC section or Delhi government officials established.
Panel, incidentally, did not learn the bid purchase while investigating a low-floor bus agreement, and it was said to be focused on checking annual maintenance offers that floated separately.
A source said the Ministry of Home, after studying the report of the Investigation Committee forwarded to the LG office, it felt strange that it did not check the problems related to the bus purchase.
The ministry is said to have concluded that there are more problems that must be examined, including financial implications and procedural problems relating to the purchase and maintenance agreement for low-floor CNG buses, which fail to find mentioned in the findings of the committee.
This is why, an officer told TII, the Introduction Investigation by the CBI felt the need.
While the purchase contract for low and air-conditioned buses for DTC is for RS 850 Crore, AMC 12 years for RS 3,412 Crore.
The purchase tender is given to JBM Auto and Tata Motors at a ratio of 70:30 while JBM Auto also appears as a L1 bidder in AMC tender.
The main problem in the agreement is the DTC decision to divide the offer process by floating separate bids for bus purchases and for their annual maintenance.
The source shows that the separation of contracts may have led to monopoly and cartelization prices.
