New Delhi: With the aim of making the city begged, the Delhi government has begun to train beggars in two batches of 25 so they can make new starters.
They are trained on the walls of the painting and some unskilled jobs so they can be suitable for blue collar work.
The three-month rehabilitation program was launched on Monday.
The training participants will get Rs 100 as daily allowances.
The government will also help them find work.
Of the 20,719 beggars identified in the latest survey, 53% (10,987) were male, 46% (9,541) women and 1% (191) transgender in 11 districts.
The highest number of beggars is in East Delhi (2,797).
Half of those surveyed were newcomers.
Social Welfare Minister Rajendra Pal Gautam said the purpose of the training program was to provide skills training to beggars so that they could find economic opportunities in the mainstream society.
He launched a pilot project about livelihood support for beggars in two centers in the Central District.
Times sees efforts to turn beggars to become a member of a productive community are welcome.
The government needs to invest long-term in the scheme, which requires changes in the behavior of the participants.
Improving skills must be followed by a failed job opportunity where the beggar can disappear into the beggar.
and each female beggar.
“People are forced to beg for their social and economic conditions.
They are the most vulnerable part of the community.
Given this, we conduct a pilot survey to identify people like that and formulate plans where they can be rehabilitated,” Gautam said.
The Social Welfare Department in collaboration with the Institute for Human Development conducted a survey to identify beggars between February and April.
This exercise was assigned by the Delhi government as part of the Ministry of Social Justice and Pilot Empowerment in 10 cities to develop rehabilitation plans for beggar and beggar eradication.
The first step will now be followed by mobilization and rehabilitation, including shelter, hygiene, health, skills and linkages with employment paths.
The government has chosen two organizations to provide a livelihood-based skills training program in the center.
The experience obtained from this exercise will be replicated in all districts in collaboration with various stakeholders, including the Ministry of Justice and Labor Union, the Ministry of Houses, Police Delhi, Ministry of Health, DCW, among others.
The rehabilitation plan will focus on various groups of beggars based on their needs and conditions.
These include women, children, people with disabilities and vulnerable categories, such as drug addicts.
For beggar women, independent assistance groups and schemes will be formed.
Disabled beggars will be referred to institutional and non-institutional care facilities.
A multi-branch strategy is being planned to save 4,871 child beggars by Childline, referring them to the state-state welfare committees and connecting them to open a shelter and welfare scheme for rehabilitation and repatriation.
The district judge and DCP will be involved in mobilizing people on the ground to identify drug addicts and refer them to the deaddiction facility.
The Department of Prohibition of the Women and Child Development Department will facilitate a decrease in the drop-in center and community intervention program.
After the deaddiction, such people will be involved in a livelihood training program.
