Mumbai: Former Finance Minister Union P Chidambaram on Friday demanded that the center reveal the purpose of the National Monetization (NMP) and if the only goal of increasing revenue for a period of four years over a four-year period.
Overcoming a press conference, Chidambaram submitted 20 questions to the Modi government and said the Congress Party had “objections and orders” about NMP and government proposals to monetize assets identified and earn the income of six lakh crore rs for four years.
He said the identified assets must now generate certain income every year.
“Does the government calculate the difference between revenue that is not disclosed at this time and the expected income from the Six Lakh Crore Hospital for four years? If so, what is the difference between two numbers every year for four years,” he asked.
“The NMP is intended for co-terminus with the National Infrastructure Pipeline (NIP) which is expected to require a Crore RS 100 Lakh.
How was the six-year Six Lakh Hospital for four years enough to finance the NIP Crore Rs 100 Lakh,” he asked.
The leader of the senior Congress also wants the government to determine that the Six Lakh Crore Hospital, when realized, will not be used to partly finance the fiscal deficit of Rs 5.5 Lakh Crore in 2021-22 or to retire the old debt.
He also tried to find out from the total government of capital investment in identified assets which are expected to generate the expected income from Six Lakh Crore Hospital.
Chidambaram also asks whether tenants in monetical assets will maintain current work levels and order policies.
He also wants to know whether the government has examined the impact of NMP at the price of goods and services in the sector / industry in question.
Slamming NMP, he said the Congress Party monetized non-core, assets of making losses when in power, in contrast to what the government of Narendra Modi-LED to do.
The Congress government has never sold strategic assets, he said.
“We always ensure that there is no monopoly in monetization because we choose assets based on criteria,” he added.
Chidambaram asks the government if the provisions will be included in the invitation to bid (ITB) to ensure the monetization process does not create a monopoly.
Or duopoly in this sector.
“What provisions will be included to prevent monopoly from appearing in the port, airport, telecommunications and electrical sectors,” he asked.
“What is the plan of the Modi Government is a robbery from everyday assets that take years to build,” he said.
Chidambaram demands that the center reveal current income from assets planning to sell.
“Conka Railroad Mumbai and Delhi Corgy are also sold,” he said, adding the announcement was made without discussion and consultation and to avoid parliamentary debate.
Chidambaram asked the government to disclose the value of assets that will return to the government after a period.
“What is the purpose of a national monetization pipe? Is the only income demanding income for a period of four years,” he asked.
“The Minister of Finance must certainly have a house somewhere in India.
He must give it to me to rent for 99 years and he can survive with paper calling him as homeowner.
What will I give back to him after 99 years? Will I maintain it, repairing , and increase it if I am not the owner, “he said, referring to the government holder that it would continue to be an asset owner.
“What will be the interests of the party in maintaining assets if they are not their owners,” he asked.
Chidambaram said in registering assets to be monetized, the government had recognized the work carried out in the last 70 years.
“Great lies have been exposed by the list,” he added.
He said people had to raise their voices towards the dangers of selling assets.
Asked whether Congress planned to challenge the government legally, he said so far only the policy announcement was made.
“After the invitation process to bid (ITB) begins, someone will definitely challenge him.
Congress prefers the People’s Court and we will increase awareness about danger,” he said.
Chidambaram asks if the government will determine the contract that the amount of depreciation must be included in the depreciation backup account is only used to maintain, increase or add assets so that at the end of the lease period, valuable assets are returned to the government.
He also asked whether there would be assets by tenants.
