Bengaluru: A total of 1,26,245 children (3 to 6 years) live in rural areas and 8,718 children (6 to 18 years) in urban areas do not go to school, the High Court is told.
Senior Advocate KN Phanindra, who helped the High Court as Amicus Curiae in the Motu Pill Suo about this issue, said 91% of households in rural areas and 79% in urban local agencies (ULB) had been covered under the door.
Door surveys until June 2021.
It is separate, 9,716 children in rural areas and 4.842 in ULB never enrolled at school.
Exercises to identify children outside of school are determined based on rule 6 (1) Children’s Karnataka rights for free and compulsory education regulations, 2012.
Amicus Curiae said so far, 80.59.221 of 88,659 families in the countryside area have been covered and 32, 14,257 of 34,55,656 children found to go to school.
In ULB, 25,65,309 of 32,43,590 families (based on property) have been included and 9.25,820 children in the age group 6 to 18 years attending classes.
Non-starter in the BBMP region told the court that the survey had not started in the BBMP area and recommended the issuance of directions to do this every day and finish it in three months.
He said the BBMP commissioner had issued instructions for conducting children’s household surveys (6 to 14 years).
The principal secretary, the Ministry of Education Pratama and medium, has notified that he will coordinate with the additional Secretary of the Head of the Urban Development Department (UDD) to issue instructions to the BBMP to survey children from their age of birth to 18 years.
The division bench led by Chief Judge Abhay Shreeniwas Oka directed the Secretary, UDD, to issue instructions to conduct a survey equivalent to what was carried out by the Rural Department and Panchayat Raj Department where the age of 0-18 data was being collected.
The problem will be heard again on August 24.
