Need to improve administrative mechanisms, said Rajan

Chennai: Minister of Finance and Human Resources Tamil Nadu Thiamivel Thiamivel Rajan on Thursday emphasized the need to increase the administrative mechanism of various governments to curb the gap between the intention and implementation of executive decisions.
The need to employ more talent must be in harmony with the growing economic growth and population, he said.
“In the case of Tamil Nadu, we have hundreds of boards (required), in addition to various departments.
But we only have around 300 IAS officials to manage them,” said Palanivel Thiaga Rajan, while overcoming the 12th edition of the Indian financial forum – “surpassing resilience: Turnaround & Transformation “- organized by CII to discuss post-covid scenarios from the economy and its ability to rise again.
There is an urgent need to hire a think-tank to support government decision making, he added.
Citing the example of a large fiscal incentive package announced by the United States after the Covid Pandemic impact, Thiama Rajan said several bank managers in the city and cities in Tier Nadu did not even realize the incentives and schemes announced by the MSME sector center which was influenced by a pandemic.
“There is a large gap between our intentions and ability to execute the same.
This is where the cooperative federalism must play a role with the center, all state governments and local bodies are in the same line to apply the decision.
It is easy to reach the corporation at the peak of the pyramid, But it is difficult to reach the middle and bottom of the pyramid, “said Thiaga Rajan.
According to him, there is an urgent need to change the way the GST system, which is the backbone of the flow of state income, functioning, with most officials working as a timer.
“The GST Board is led by the Revenue Secretary, which is already a full-time job.
Likewise with several other secretaries who are part of the council.
We need officials who will focus on the GST system full of time,” he said.
