PANAJI: Waste Management Union Michael Lobo on Sunday reported that the state authorities will float a fresh tender inside the fortnight for putting from their sound waste management plant in Bainguinim.
Lobo stated that the tender record is”prepared, with altered standards”.
Lobo told TOI as per the previous tender record not just one bidder was qualified as determined by Central Public Work Department (CPWD) which was why the state government is currently issuing a new tender with altered criteria.
The plant, estimated to cost Rs 200 crore is expected to appeal to the full Tiswadi taluka and might have facilities for sorting and recycling lines, segregation, bio-methanation and composting systems.
Last month each of the 3 bidders were disqualified, and the Goa Waste Management Corporation (GWMC) began a new tendering procedure.
The firms that had expressed interest were Hindustan Waste Therapy pvt ltd, Maaviya Engineering Consultants pvt ltd and Three R Direction pvt ltd..
The requirements of those firms were put ahead of the specialized advisory committee for evaluation.
Because of insufficient offers obtained, the state authorities had extended the time for taking bids four occasions, the final being on January 31.
In 2008the Corporation of the City of Panaji (CCP) obtained property in Bainguinim to prepare the waste management plant also at 2017 the property was passed on to GWMC.
A public hearing has been held by GWMC along with the surroundings clearance has been obtained.
The company had also encouraged a petition for qualification (RFQ) for its proposed plant.
GWMC chose to tackle the job via a public-private partnership (PPP) to a design-build-finance-operate-transfer (DBFOT) foundation, whereas the plant infrastructure is going to be put into place from the concessionaire together with maintenance and operations for an interval of ten decades.
Union Ayush Union Shripad Naik had stated the place identified for its solid waste management centre in Bainguinim is”incorrect and the government must rethink it over”.
