NGOs collect the face of the Norm-Flout slur

Guwahati: Some NGOs, involved by Guwahati Municipal Corporation (GMC) for the primary collection of household solid waste in its jurisdiction, has imposed higher tariffs than city residents who violate civic body notifications at user costs.
However, the Civic body has failed to control NGOs because they stop working every time GMC takes any action.
At least 90 NGOs are involved in gathering primary household solid waste in the area under the GMC jurisdiction.
GMC in December 2014 issued a notification that stated that NGOs can take users’ fees from occupants to collect solid waste.
According to notice, an NGO can charge RS 30 fees from individual households and RS 20 of each flat apartment.
However, TOI has found that most NGOs have violated direction by demanding a higher Christianbasti Chargebasti NGO.
“Pragyan”, which includes GMC Ward 19C, demands around RS 1,000-1,200 from the apartment.
NGO owners, said Kar, said, “We charge Rs 1,000-1,200 from the apartment and Rs 30 of the individual residence.
In terms of apartments, sometimes we negotiate the number.” Meanwhile, another NGO, Shristi, the cost of Rs 400-Hospital 500 from the apartment and Rs 30 of individual residents.
“The amount of GMC notification is very low.
It is not feasible to continue the service with the amount to be informed.
Therefore, we negotiate the amount.
Basically, this is an understanding between the public and NGOs.

Meanwhile, Commissioner GMC Devasish Sharma admitted that several NGOs were involved in illegal activities.
But the Civic body cannot do much as a NGO suspend the service whenever any action is taken.
