NHAI for special project monitoring with ‘abnormal low bid’

New Delhi: The Bid Highway Project at the price of “abnormally low” for private players will now be included below a separate list for critical monitoring by the National Highway Authority of India (NHAI).
The officer concerned must visit the site every two weeks to see the true progress and also need to ensure that the contractor has mobilized adequate resources.
Nhai took a round on Friday to handle “abnormal low bid” (Alb).
Toi has reported on Mondays how private bidder quotes a very low price for the government-funded highway project has become a cause of concern and it is also characterized by a standing parliamentary committee.
The total bidder for these projects has increased significantly since the government get rid of mandatory deposits with the security of additional bids from contractors who quote low prices.
Many projects have been offered at 20-30% less than the price offered by government institutions.
“Even when we proceed with the current norm under the Atmanirbhar Bharat scheme to provide assistance to domestic bidders, the focus is to ensure better job monitoring to ensure no slippage.
We will not spend them who do not appear after bagging projects because they have Bid after carrying out their assessment, “said a government official.
According to Nhai Circular, the alb will be identified separately in the “Lake Fund” (the Central Database of all projects) so that the details uploaded there can be monitored by the project director, regional officers and officers concerned in the Technical Division.
Monthly reports will be generated for monitoring and perusal.
It has been made mandatory for officers concerned to take steps to ensure the contractor spreads the resources needed and they review the Videography of the monthly drone work.
Nhai will exert more engineers to monitor everyday.
Quality inspections will be carried out once in three months for the project bid below more than 20% and for those who are bending below 10% to 20%, the inspection will be carried out in every six months.
The policy said the project director, regional officers and people from the head office had to do inspection work at the location every two weeks, two and three months each.
