Nagpur: In addition to causing financial losses of RS23 Crore, Nagpur Municipal Corporation (NMC) has violated the norms of the state government itself in the Biomining RS101.5 Crore biomining project.
Administration allegedly floated the expression of interest (EOI) to involve contractors without the approval of the permanent committee and without the provision of funds in the annual budget.
The violation arose during file supervision by several BJP companies.
Former Mayor and BJP City President Pravin Datke has accused financial losses in two contracts relating to the biomining of garbage in the NMC public body meeting in September.
The Mayor of Dayashankar Tiwari has directed the administration to submit a report on DATKE charges at the next meeting.
The NMC therm project cell has sent a report to the Mayor’s office.
A Corporator said with anonymous requirements, “Each new project is launched if there is a provision of funds in the budget.
In the budget for 2017-18, the Chairperson of Sandip Jadhav has mentioned his plan for the biomining waste.
But he does not make the provisions of the funds for the work in the budget.

It is a brash violation and done to benefit several people.
“Corporate Congress Sanjay Mahakalka said,” The action must be taken against the relevant official and the standing committee chairman who approved the work order.
It is obliged to get approval from a permanent committee for eoi floating or tender.
Chairman of the Standing Committee 2018-19 gave approval to distribute work to Zigma Global Environ Solutions Pvt Ltd.
Chairperson should not approve the work order because Eoi floated without consent.
Chairperson should cancel EOI.
“PEJ Abat NMC said there was no violation in this project.
“This is the practice in NMC to take approval from the committee stand only for floating tenders and not for Eoi,” they said.
Apart from this, civilian bodies that lack cash have caused loss of RS23 Crore.
In accordance with NMC, it works for Biomining 10 Lakh Metric Tonne (MT) waste incurred for zigma at the level of RS1,015 per MT in 2018-19.
The total work costs come to RS101.5 Crore.

However, the company takes phase-II works at a lower cost compared to phase-i.
This means the cost of phase – I should be even lower than phase-II,” he said.
The cost of my phase will be RS78.8 Crore has a 10 lakh MT NMC contract at the RS788 level per MT.
Thus, NMC has lost RS22.7 Crore.
Zigma Director Nagesh Prabhu said, “We got a phase-i two years ago, who needed investment in terms of machines, management etc.
We complete 6 out of 10 lakh MT and the rest will be made within one year.
We will shift the machine to phase-II .
Also, the management and IT infrastructure will be the same for phase-II, which is almost 200 meters of the phase-i.
Also, we have identified a market to sell our products, which will be the same for phase-II.
Also, we are likely to get a big company Extended produces responsibility (EPR).
Therefore, we quote less for phase-II.
