Thiruvananthapuram: The Country Cabinet did not make a decision to hold a assembly session to present a budget for 2022-23 because it was waiting for Governor Arif Mohammed Khan to sign the regulation on the Ayankta Lok Amendment.
After the assembly session was announced, there were no ordinances that could be announced.
The government plans to hold an assembly session from February 18 for a budget session.
Meanwhile, the government gave an explanation to the governor of the clarification he had searched for Amendments Lok Ayankta.
It was lowned that the government had expressed concern for the strength given to Lok Ayukta to remove the minister of the cabinet.
The state government submits a set of different court verdict to prove his concern.
The government is clear that Lok Ayukta cannot have the power that is not even enjoyed by the Kerala High Court.
It argues that Lok Ayukta cannot dismiss a minister or government that has been appointed by the Governor.
The proposed amendment softened Lok Ayukta’s strength to dismiss a minister from the government on charges of corruption.
Draft Rules have proposed Amendment Act Kerala Lok Ayankta, 1999 by replacing sub-sections (1) Part 14.
The section empowers Lok Ayukta or Upa Lok Ayukta to make a declaration in his report that a public servant, against who the complaint was made, should not continue Hold his position if he thought to him.
“Where the competent authority is the governor, the Kerala government or the minister’s chairman, he will receive a declaration,” it declares further.
This is part of the part that makes the verdict bind the government and is now proposed to be changed.
