AHMEDABAD: The state administration’s insistence on complete three-hour exams in the conventional way for Class XII students appears to be the consequence of the Gujarat Secondary and Higher Secondary Education Board’s (GSHEB) hesitation to prepare fresh collections of question papers and also for want of time to take on the whole exercise.
