PANAJI: While some prisoners have escaped from Colvale Central prison for the past half a year, those responsible for their escape, both directly and indirectly, are rarely punished separate from the suspension of short service.
But with the rules of a new prison it came into force, a prison staff was found guilty of the dereltonies of the task of being able to face prosecution if a prisoner under his supervision escaped.
According to the rules, each prison official because of its help, tension or ignoring the escape, will be prosecuted under the IPC 222 section (deliberate negligence to capture someone under the sentence), 223 (escaping from the thinner suffered by public servants) and 225A ( negligence to capture, or suffer from runaway in cases that are not given).
Although many prison guards have been suspended for the past few years after escaping from detention, punishment rarely hurt them, said a prison official.
“Some prison guards doubled as a motorcycle pilot, or do other work during their working hours,” the official said.
In the case of a prisoner escaping, the new regulation stipulates immediate behavior of an independent investigation by Inspector General of Prison through a senior officer who is not under the rank of prison supervisors, which should not come from prison where the incident occurred.
Recently, the rules of the new prison clearly defined the feasibility for leave for various categories of prisoners, making a temporary release security from prison will not be as easy as before.
Over the past few years, Colvale Central prison has seen several prisoners misuse parole facilities and leave while remaining out of prison for 90-plus days every year.
A former official posted at Colvale Central Jail last year said it was clear that the detainees took full advantage of the system due to gaps.
