Only 28,535 teachers for special schools: SC directed the country to point more

New Delhi: In an important decision to protect the rights of children with special needs or suffering people with disabilities (CWSN), the Supreme Court on Thursday directing the center to immediately notify the norms and standards of pupil-teacher ratios for special schools and norms Separate for special teachers who themselves can provide education and training to CWSN in public schools.
The Top Court emphasized that only 28,535 specialized teachers were available for children with special needs / CWSN and directed the state government to begin the appointment process.

“Furthermore, only 4.33 Lakh General Teachers have been trained to teach CWSN in addition to teaching public children and only 28,535 special teachers available for children with special needs / CWSN,” reserves recorded in the 100-page decision.

Further added, “The same must be completed within six months from the date of this order or before the start of the academic year 2022, 2023, which is earlier”.
The top court directs the center to immediately notify the norms and standards of students’ ratios for special schools and separate norms for special teachers who themselves can provide education and training to CWSN in public schools.
It added that until a comprehensive action plan was formulated, as a “stop-gap arrangement”, a recommendation conducted in 2019 by the State Commissioner for people with disabilities, Delhi National Capital Region, adopted.
The court of receiving the Petitioner’s dispute to adopt the 2019 recommendations, as the settings stopped the gap, where the student-teacher ratio was recommended 8: 1 for children with cerebral palsy; 5: 1 for children with intellectual disability, ASD and specific learning disabilities; and 2: 1 for deaf blind and a combination of two or more than seven defects.
The bench said, “Teachers and other staff in public schools are given obligatory and sensitive training to handle CWSN, if accepted”.
It also directs the authorities to explore the possibility of combining special schools that cannot be divel with specialty schools that are relatively feasible in the environment.
Bench said the country’s commissioner was appointed based on part 79 of the right of the person with the disabled law, 2016, to submit a question Suo Motu about compliance and then made recommendations to the appropriate authority.
The bench said the State Commissioner could submit a report in connection with compliance at the end of February 2022.
The upper court’s decision came to the petition submitted by Rajneesh Kumar Pandey and the others shored the cause of the teacher who had a title (specifically) and DED (specifically) or a diploma course and was fully trained to meet the requirements of CWSN.
