The guidelines issued by the government mandated a negative RT-PCR test report and at least one dose of Covid-19 vaccine for officers and staff on duty and artists who appeared at the festival.
Other participants must use facemask, keep the distance and ensure hand hygiene, the manual said.
One dose of vaccine a must for all participants, said the local administration guide led by the district minister urged the Minister of Chief to enable at least 1,000 participants to Finalale Dasara.

Last year, 50 participants and 300 viewers were allowed for cultural events at the festival.
Senior BJP Official and former Chief of Congress Minister BC Krishna will inaugurate the mainstay events of the country on the Chamundi Hill on Thursday morning.
The number of participants for this event is limited to 100.
According to the guidelines, all participants, including government officials, will be asked to have a negative RPCR report (from the test conducted after October 4) is allowed to enter the place.
They should accept at least one dose of Covid-19 vaccine and bring the same evidence, the order is read.
The order said that “strict compliance with guidelines” is needed to “prevent the spread of Covid-19” and add that events that cannot be held with the right social distance will remain canceled.
Although Dasara Locked Low Due to Covid-19 Restrictions, All Events, including inauguration, Jumboo Savari, Vijayadashami culture and procession, will be carried out so that people do not lose annual culture events.
