Package Kadamba DevP can affect the old Goa Heritage Site: locals

PANAJI: The plan to develop the outline of Kadamba (ODP) is contrary to the conservation agenda of the inheritance built and the natural environmental sensitive zone on the Old Goa World Heritage Site, because it violates UNESCO legacy norms with the development of low density within a one km radius.
Greater Panaji Planning and Development Authority (GPPDA) has told the plan, which consists of three villages – Chimbel, Curca-Bambolim and Old Goa – in about 28 survey numbers on October 27, 2021, for suggestions and objections from stakeholders .
In the memorandum delivered recently, Save the Old Goa Action Committee (SOGAC) and residents of Goa and old Chimbel have demanded Borik ODP for several reasons.
“Almost all Kadamba ODP fell in one km of the World Heritage Site.
Thus, the only development that must be permitted must rise low, the construction of low traditional material density to facilitate the conservation of state agendas, the Central Government and International Agency, such as UNESCO, such as UNESCO “Memorandum said.
The planning area consists of several plots along the highway in areas that have witnessed high density growth.
At Old Goa, developments such as slums in and around the monument have affected their legacy character, because citizens’ requests for the master plan have been put together.
Clearing the green buffer zone for highway expansion and construction activities in recent years has triggered flooding in the core heritage area.
“Waterlogging causes structural damage to the Basilica of Jesus’ bombings.
It is important to keep the Green Plateau Kadamba as possible to absorb maximum rainwater and protect downstream heritage sites,” said Tahir Noronha, architect and inheritance activists.
But the Draft ODP has not been displayed, except the spring of bauinguinium, channels and other waterways, which may be a disaster because of the surface increase after more areas are developed.
SOGAC has suggested corrections based on records of the Department of Water Resources, Panchayats Local and a study by Charles Correa Foundation.
A GPPDA official admitted that there might be some problems, which citizens could cause, because the process had just begun.
“They will be given the opportunity to present their advice before a committee,” he said.
Memorandum also shows that the slope area in four survey numbers, is classified as no development zone (NDZ) in Chimbel, lost in ODP.
“This is a clear effort to legitimize hill cuts and will erode the hillside and can cause landslides,” alleged citizens.
Part of a natural cover that includes a patch of slopes in the number 28 survey has been proposed as a solution.
“This will affect the Kadamba highlands ecosystem,” alleged memorandum.
