PCCF Office Breaking Transfer Actions, Merger Proposals Survived

Nagpur: Head of the Principal of Forest Conservators (Head of Forest Force) is sitting on a proposal to combine employees of Class III and IV employees at the PCCF office with Nagpur forest circles to improve efficiency and transparency in the administration.
Van Bhavan, the Head Office of the State Forest Department in Nagpur, has more than 300 class III and IV employees who work at the same table for many years together, violating the provisions of the Transfer Law in 2005, which allows each employee at a particular post only during three years.
, However, this employee has not been moved from this office from the start.
PCCF G Saiprakash does not respond to calls from TOI.
According to the source of the Ministry of Forestry, cadres who are separate from class III and IV PCCF offices have no government approval.
Therefore, employees are aware that they cannot be moved from Nagpur.
“Many of these employees have worked at the same table for more than six years and some for 10, violating the 2005 Act Transfer Provisions.
This has led to the insulation and dominance by employees and they are not afraid of their control and supervision officers at headquarters, “The official said.
“In addition to working on the same table, many employees have no other subject experience from the Ministry of Forestry.
Most Class III and IV employees are interested in the desk establishment.
They have developed good relationships with field officials, who are interested in better posts – What they manage through this cadre works at the desk establishment, “Ti official said.
The employee has never worked at the Department of Forestry Field Office and therefore, has no experience working in the field office and subject.
There is a request for the incorporation of cadres at the PCCF office with CCF (territorial), which manages at least 18 forest offices under the Nagpur circle including social forestry, wildlife, work plan, research, land record, etc.
The Nagpur circle includes four divisions – Nagpur, Wardha, Bhandara, and Gondia.
Therefore, PCCF cadres can be easily combined with Nagpur circles so class III and IV employees have the opportunity to have field experience, resulting in an increase in the efficiency of various forest offices.
“Because cadres are separated from the PCCF office, class III and IV employees from the Nagpur Circle get a delayed promotion, while Junior employees from the PCCF office get the initial promotion in a short time.
Therefore, there is dissatisfaction between employees in the Nagpur Circle,” said Part of the union leader.
Previously, senior forest officials had recommended for PCCF (HOFF) to merge, which was delayed for years.
Meanwhile, employees of Maharashtra State Forest & Social Forestry Sanghatana, whose members have posted in Van Bhavan for many years together, have opposed the mergger steps.
A resolution was passed in this case at the meeting on June 22, 2021.
