New Delhi: The UNI Minister Ramesh Pokhriyal ‘Nishank’ on Monday Virtual launched a national initiative for reading skills with understanding and numeracy (Nipun Bharat) to ensure that every child in the country certainly achieved basic literacy and numeration at the end of grade 3 at 2026 -27.
The mission, which has been launched under the Aegis Samagra Shiksha scheme is sponsored centrally, will focus on providing access and retaining children in the fundamental years, development of teacher capacity, student resource development and high-quality and diverse student learning.

Overcoming participants, Pokhriyal said that Nipun Bharat aims to include children’s learning needs in the age group 3 to 9 years.

He said that teachers need to focus on every child to develop basic skills, literacy and numeracy that will help them develop into better readers and writers.
Nipun Bharat imagines making learning experiences at the holistic, integrated, inclusive, fun and interesting basis stages, he added.
Referring to the 2020 national education policy, the minister said it had put it that achieving basic literacy and counting for all children must be a direct national mission.
“In accordance with this, the department has developed a comprehensive guideline under Nipun Bharat, through a series of intensive consultations with implementing partners, experts to make them flexible and collaborative,” he said.
The minister said it included the main technical aspects of basic literacy and counting and administrative aspects to effectively prepare implementation mechanisms at the national, state, district, block and school levels.
He also informed that RS 2688.18 Crore’s approval had been given under the Samagra Shiksha scheme to the state and UTS for the implementation of various interventions for the basic stage in 2021-22.
Speaking on the occasion of the Minister of State for Education Sanjay Dhotre said that quality education is a bedrock from a strong country and basic education in literacy and numerated skills is the core component.
The minister said that in the coming years, this mission will change the prospect of school education and will greatly affect India in the 21st century.
Dhotre stressed that Nipun Bharat would not only help students take a big leap in their higher class but also had a big impact on making competitive students globally.
Official releases say that the objectives of the mission are specified in the form of targets for basic literacy and counting.
Although, the overall goal is to achieve the desired learning outcomes at the end of grade 3, to produce greater awareness among parents, communities, volunteers, targets have been developed from “Balvatika to grade 3.
The target is based on the learning outcomes developed by NCERT research and international research and ORF.
For example, a child must be able to read 45 to 60 words per minute and at least 60 words per minute properly at the end of class II and III each of the unknown text based on age with understanding and clarity.
The release said that the success of Nipun Bharat will mainly depend on teachers and there will be special emphasis on the development of teacher capacity.
It is said that the special package for basic literacy and counting below Nishtha is being developed by NCERT and around 25 teachers teaching to pre-pratama to the base class will be trained this year in basic literacy and Numeracy (FLN).
