Warsaw: The Polish Senate on Friday approved, with several amendments, changes that were largely debated on the rules of property restitution, moving them a step closer to adoption.
The rules of the rules have attracted a strong criticism of Israel and from Jewish organizations that said new administrative law would prevent Jewish claims for compensation or property confiscated during the time of the Holocaust and Communists.
Foreign Minister Israel Yari Lapid said the law would “greatly damage our relationship with Poland.
” If adopted, changes will prevent property ownership and other administrative decisions from declared Void after 30 years.
This affects Poland, Jews and other properties.
Poland said it was a response to fraud and irregularities that have emerged in the restitution process, which leads to eviction or providing real estate to property dealers.
Changes have been ordered by the Constitutional Court ruled in 2015 that the current state of administrative regulations against the highest law of Poland.
Polish authorities demand that restitution claims will remain possible through the court, regardless of the prosecution of citizenship or residence.
The draft that is changed now goes to the lower space of parliament for approval and then will require the signature of President Andrzej Duda, who has spoken dal AM supports it.
Gideon Taylor, Chair of the World Jewish Restitution Operation or ganization, has urged the lower space to “reject the bill as a whole.” He said the organization pushed Poland to “once and to all solve personal property problems by adopting a comprehensive restitution law.
“As the remnants of the opening of the Holocaust.
Old older, they deserve the size of justice in their lives, “said Taylor.
Before World War II, Poland was home to the largest Jewish community in Europe from around 3.5 million people.
Most of it was killed in the Holocaust under the occupation of the Nazi Germany and their property was confiscated.
Communist authorities post-War Polish arrested the property, along with the owners of non-Jewish in Warsaw and other cities.
The end of communism in 1989 opened the door for restitution claims, most of which would come from Poland.
The material that has not been resolved has become a source of constant political bitterness and tension between Poland and Israel.
In 2001, the draft law that predicted compensation for the presumed private property was approved in parliament but was examined by President Alexander Kwasniewski.
He claimed it violates the principles of social equality and will hurt the economic development of Poland, imply that compensation claims will produce large payments.
He said individual claims must be done through the court.
Poland is the only European country that has not offered compensation for private property confiscated by the country in recent history.
Only the property of communal Jewish remains, such as some synagogues, prayer houses and graves, mostly in damaged, have been returned if possible or compensated.
