Bhubaneswar: Police Commissioners have prepared a standard operating procedure (SOP) to stop traffic, which will begin to impose a fine under the action of motorized vehicles (MV) in Bhubaneswar and Cuttack.
The government was in March empowering the police, only in the city of Twin, to impose a fine under the MV Act.
Traffic Constables (76 in Bhubaneswar and 44 in Cuttack), who completed their training a few days ago, it would likely take their new assignment in July.
They have been taught to use e-Challan devices and are informed of the MV laws that are amended by steep criminal provisions to take effect since September 1, 2019.
Until now, officers in the rank of assistant sub-inspector (ASI) and above are empowered to impose fine under the MV action.
But the shortage of officers has influenced law enforcement activities in the city of Twin.
According to SOP, the police cannot receive a fine in cash from traffic violators.
They will receive a fine of only through a credit / discharge card using a friction machine.
If the offenders do not have a credit / debit card, constables must record their details, click their photos together with the vehicle and ask them to deposit fines at the traffic office.
Havildars and constables must be dressed in a smart and clean uniform.
They must always be deployed in pairs (one male and one woman) for ease of traffic enforcement.
They must wear a body camera to record law enforcement activities throughout the day to avoid accusations of corruption or high behavior, reading soup.
Constables has been advised to bring a VHF set for direct communication with the control room, traffic police station and local police station during an emergency.
They will bring a diary where they will mention important events during the encouragement of enforcement and diary will be signed at the end of their shift by the Traffic Inspector (IIC).
This traffic personnel behavior must be friendly.
They must be timely and committed to their duties.
They must be regularly briefed by the elderly about the traffic enforcement law that appears.
ACP and IICS traffic must regularly monitor law enforcement activities by police, SOP said.
