Policy changes to make middle decoration less attractive

Thiruvananthapuram: The amendment proposed by the center of the rules of IAS (cadre), 1954 concerning the Deputation of the Center of the IAS officers, came when the number of lower officers was willing to carry out guardianship due to policy changes by appointing officers at mid and upper levels.
In accordance with the existing regulations, 40% of the senior post of the IAS officers in the state is the maximum number of officers who can be in a central deputation at a time.
Because there are 126 senior post assignments in the current state, 50 is the maximum number of officers who can be in the middle deputation.
While the quota was mainly used until the end of the government term of the previous UPA, the number has declined since then.
At present, only 20 officers (15.8%) in central deputation, notes show.
The NDA government has come up with an ambitious plan to reform civil service by bringing fresh talent from outside in the post which was originally filled by IAS officers.
In 2019, he has recruited nine people from outside the government to fill up a joint secretary post in nine ministries.
Last year, a center of 31 shortly registered candidates from the private sector and public sector businesses to fill positions in senior and middle-level positions in various ministries.
This post from Deputy Secretary, Director and Joint Secretary in various ministries is being used to be filled by officers from service groups, including IAS, IPS, and IRS.
The joint secretary is the third highest ranking officer at the Ministry who was fulfilled from the IAS pool.

At this time, officers need to accept certificates without objections from the state government of their main representatives.
In accordance with new amendments, if countries fail to provide NOC in the specified time, officers will be considered to have been free from the date determined by the existing CECTER.SE per rule, these countries should go beyond all Indian service officers to the center but the proposed amendment said that the center would decide the number of actual officers to tell.
The state government has joined several other countries ruled by opposition parties in opposing the proposed amendment.
Meanwhile, the decision of the state government recently to improve the salary of new cash formed on a higher scale than IAS has motivated several young officers to leave cadres when they qualify for representatives.
Officers qualified for central deputation of nine years after being appointed in service.
