Polls Bihar Panchayat from September 24 to December 12

Patna: The election to the third level of Pancayati Raj Institution (PRI) in Bihar will be held in 11 phases from September 24 to December 12 this year.
The Country Election Commission will issue a notification on August 24 to hold an election with one post Mukhiyas, Sarpanchs, members of Zila Parishad, members of Panchayat Samiti and members of the environment.
The election is scheduled to be held on September 24 and 29, October 8, 20 and 24, November 3, 15, 24 and 29 and December 8 and 12.
The cabinet approved the state government proposal in this case on Tuesday.
While the Pri Agency of Panchayats, Panchayat Samitis and Zila Parishads must be formed on June 15 this year, the election cannot be held due to Covid-19 pandemic.
Previously, through regulations, the government had formed an advisory committee in Pancayat, Panchayat Samiti and Zila Parisiti.
Later, the State Assembly issued an amendment bill in this matter to provide legislative approval to the regulation.
The cabinet on Tuesday also sanctioned the proposal regarding the cost policy of a water user, 2021, where people use pipe water under Nal Jal Yojana will be asked to pay per month per point to use water.
The increased money will be used for honorarium payments and other expenses.
Relevant rules will be framed and notifications incurred for policy implementation.
The proposal was also cleared to open three universities related to new farming to attach to the University of Agriculture Bihar (Bau), Sabour.
Therefore, the government will make teaching and non-teaching posts to make functional colleges, in addition to deciding to pay RS3 Crore per lecture to odor to meet the costs of running three colleges during FY2021-22.
Among the three new universities, an agricultural trade management university with 42 teacher posts and 9 non-teaching staff will be established on the Mithapur campus in Patna, while agriculture & college biotechnology with 24 teachings and 15 non-teaching posts will be opened at odor.
Similarly, agricultural engineering universities with 36 teachings and 19 non-teaching posts will be opened in Ara in the Bhojpur district.
The Cabinet also approved the monthly salary payment to Bihar students registered in Upadhyaya Horticulture and Forestry Pandit Deendayal, Motihari, attached to Rajendra Central Agriculture University, Pusa.
The paid stipend will be equivalent to the paid by the Central University to his students.
The proposal to form 1,000 Milk Manufacturers Cooperative Committee in 2021-22 under the AEGIS Department of Animal Husbandry and Fisheries Resources is also approved.
Thus, the expenditure needed by RS14 Crore for 2021-22 is approved, while the 7,000 cooperative committees must be formed in four years from 2021-22 to 2024-25 at RS56 Crore expenditure.
Furthermore, the Cabinet approved a proposal to expand the marketing mechanism in urban and rural areas for four years of finance from 2021-22 at RS30.10 Crore expenditure.
Proposal for paying civil service incentives to girls / women in clearing the preliminary test conducted by BPSC and UPSC to help them prepare for the final inspection that accepts the cabinet nod.
Those who clear the BPSC preliminary test will get RS50,000 each and RS1 Lakh will be paid to those who pass the initial UPSC exam.
The country’s proposal was approved to pay from its own resources for post-matrix scholarships with reverse castes and caste students who were very backed away from time to time.
This will apply to those who are not protected by central scholarships for OBC students with an approved family income limit.
The cabinet also sanctioned the construction of three 560-bed hostels from +2 housing schools for OBC girls which required RS113.68 Crore expenditure.
The Cabinet approved the DPR prepared for the building, besides also giving RS28.42 crore sanctions to be utilized for 2021-22.
The remaining RS85.26 Crore will be released in time.
