Bhubaneswar: The latest CAG report submitted an assembly on Thursday and the NIRF rating of universities released on the same day showed poor research output for utkal universities.
The National Premier University only received 13.78 of the 100 signs in professional research and practice (Rp), which is the main reason behind it not up to the 100 top institutions in the country in the overall NIRF category.
Four other institutions of the country including two individuals have found a place in the top 100.
CAG shows a poor research output from this institution, by saying only one patent published by the University between 2014-2019.
“Only one patent published in 2017-18, but is not given until the audit date.
Regarding consultants, the Utkal University has received Rs 71.74 Lakh as a receipt for four consultation projects between 2014-19,” read the CAG report.

“Publication of research papers by teachers needs encouragement in the right direction especially, in college cases.
The development of patents and consultants and industrial-Academia Connect needs to be motivated at university and initiated in college,” CAG said in its recommendations.
Although the Utkal University has managed to get 87th in the NIRF University category, it has gained poor value in the research parameters.
There are five parameters in NIRF to rank to an institution.
This is Teaching, Learning and Resources (TLR), Research and Professional Practices (Rp), graduation results (go), outreach and inclusiveness (OI) and perception.
All of these parameters each have 100 marks.
The Utkal University received 41.99 from 100 in TLR, 13.78 in Rp.
72.66 on a trip, 50.52 in OI and 34.80 in the perception of peers.
It only secures 13.78 from 100 in Rp due to poor research output.
Education said this university seriously needed motivation to strengthen the research ecosystem.
Asoka Kumar Das, Deputy Chairperson of the Odisha State of Higher Education Board and former Chancellor of the University, said there was no difference between schools / colleges and universities if the latter did not emphasize research.
“All stakeholders must work together to strengthen the research ecosystem.
We have started this work in this direction.
Hopefully, the destination of the country will be achieved,” he added.
Siba Prasad Adhikary, former VC University of FM and former professor of Utkal University, said the big post of teaching posts was the main reason behind poor research output.
“From 257 poles of sanctions, 126 posts taught empty at the utcal University.
If you don’t have half of your faculty post, how can you think about research output? Even the registered candidates for PhD jobs certainly did not get a guide to start their research work Because of the lack of teachers, “he added.
A university professor said the institution must increase the quantity and quality of publications.
It must propose more patents and work consistently on intellectual property rights (IPR), he added.
“To get good perceptions and rating, we need to get more research funds and get the number of consultations from various government and non-government or company organizations for research research,” said Professor.
