PSERC destroys PSPCL petition for approval for PPAS from 5 power generation stations

PATIALA: Restoring a previous decision The state Punjab regulatory commission (PSERC) has rejected the review of the PSPCL petition and rejected approval for the planned Power Purchase Agreement (PPA) with five generating stations mentioned economically due to high.
The Commission has banned the procurement of power from the DVC generator station (Durgapur, Raghunathpur and Bokaro), Power Power Power Pragati (Bawana) and Urja Nigam Private Limited (MUNPL) table, collect up to 885.10 MW, for high reasons.

In February this year PSERC had banned the procurement of power from this generator station but three months later PSPCL filed a petition with PSERC to review the order to send that the power of this generator station is scheduled every month and even during non-month season -Paddy and average power Scheduled for 2018-19 and 2019-20 from DVC Durgapur, Raghunathpur and Bokaro each 83.4 percent, 86.4 percent and 94.2 percent of the availability stated by DVC.
PSPCL claims that the cost of variables from this power station is low and confirms other generator stations which with the PSPCL have a long-term contract may be able to supply power as an alternative of five higher generating stations but with higher variable costs.
But PSERC in commands recently observed that no one was determined or set a benchmark for variable costs in the previous order in 20211.
In particular, PSPCL has signed a long-term PPAS with several personal power generators without obtaining approval from PSERC to be obligatory regulation.
However, in 2019, PSPCL was looking for approval from several PPAs from the Commission.
PPA with Damodar Valley Corporation (DVC) Kolkata signed in 2006 and the state of Corporation began scheduling power from Thermal Durgapur Station, Raghunathpur and Bokaro from 2012, 2016 and 2018 respectively.
PSERC observed that the strength of this station was obtained from Rs 4.39 to Rs 5.53 per unit.
It is said, “The Commission has approved the PPA with respect to power stations that have a total per unit of the rate (fixed variable) less than RS 3, which will be useful for the station power substitution or vintage station that has a variable cost of Rs 3 or more.” The Commission noticed that PSPCL surrendered 8571 million units (MUS) and 15546 each of 2018-19 and 2019-20 from the thermal and gas power station including DVC power stations.
Likewise, the PPA between the Process Power Corporation Limited (PPCL) of Himadri, and PSPCL was signed in 2008 and the power was supplied since December 2011 while the PPA between MunPL, Allahabad and PSPCL was carried out in December 2010.
Supplying the power to the past years, a private generator Asked before the Commission that there is no need for PPA approval as a power purchase has gone through the regulatory process and the cost is reflected and approved by the PSERC in the aggregate income report (ARR).
In this case, the Commission confirms that the temporary approval of the projection for the procurement of power in orders for annual rates for distribution utilities cannot be interpreted as PPA approval, and, at most it can be associated with the cost of projection costs and the amount of power purchase for one year.
Paramjeet’s generation PSPCL Director said, “I haven’t traveled carefully and will act accordingly.” A senior PSPCL retired official said, “it clearly showed the PSPCL’s double attitude that filed a review petition with PSERC to approve the high PPA in June but later in August it was seeking PPA cancellation with DVC after political pressure.”
