Panaji: While former Prime Minister Rajiv Gandhi believes in decentralization of power and provides administrative rights to local agencies, the National Democratic Alliance led by BJP (NDA) has consolidated the power of decision-making in the hands of Prime Minister Narendra Modi and Interior Minister Amit Shah, Congress Say here on Friday.
