Reforms needed in the civil service development sector

Exceptional media interest in the results of the UPSSC Civil Examination Service is taken into account in extraordinary competition among training centers in Kerala and elsewhere for their part of the developing online market.
Great advertising campaigns make it as if there are hundreds of successful candidates, even though there are only sixty-two of them.
The same name and photo appears in various full page advertisements.
Many candidates jump from one center to another because of the reputation they have to be good in one subject or another.
The coaching center breed in Thiruvananthapuram and other cities in Kerala because of great interest among young graduates to compete in the examination.
Success in the examination is seen as a one-way ticket to Stardom.
Although the inspection standards are at postgraduate levels, the more candidates appear for inspection after graduation and one or two years in the center of coaching.
Because coaching is entirely online now, it makes no difference whether candidates are in Kerala or not and competition has exceeded twenty-eight centers in the city itself.
The successful number of candidates from Kerala has increased since the State Academy of Kerala was founded in 2004 and the NSS Academy in 2011.
But there is no place near the desired level, especially because of the low standard of English in college.
Media instructions continue to speak English, but because students have the choice to answer questions in English or Malayalam, the teacher uses teaching in Malayalam lately.
Several years ago, candidates began choosing Malayalam literature as an optional paper and many of them not only met the requirements but also guarantee high rank.
But very few exercise choices to write all checks in Malayalam because it is difficult to get study material in Malayalam for general studies.
All said and done, English standards are the main factor for success.

The increase in interest in the Civil Service Exam is because, according to reports, the government itself and the private sector offers jobs at a slightly lower level even for those who do not reach the main list.
More interestingly, some who had failed the examination several times turned out to be a very good coach and produced more than those who entered the service.
Some may succeed about the target in the dark, but the expected vast and educational readings of recruitment will be lacking and they are trapped at the personality test stage.
The high ranking holder reported bragging that he did not read a single book for inspection!
The previous tendency for candidates to go to T Delhi has been reversed and candidates have begun to come to Thiruvananthapuram from several southern countries.
But some who go outside Kerala do better because they get total immersion in English.
English is not used at home or in schools or colleges in Kerala and they do not get the chance to speak English.
Most candidates gave IAS as their first choice and IPS as the second.
Unfortunately, many join if it comes from a lower rank without choosing it.
The lack of awareness of the charm and the challenge of IFS is the main reason for it.
But in recent years, some bright candidates have chosen for IFS and make it, returning to the old tradition of Kerala produce some brilliant diplomats.
Trusted in Delhi that water in Ottappalam in the North Kererta has something in it to produce a national security advisor.
The government has left it to market forces to determine the type of coaching in Kerala.
No license is needed for central settings and no qualifications prescribed for teachers.
There are cases to regulate the coaching industry to improve the quality of teaching.
Universities in Kerala will do well to offer postgraduate programs in public policy with the same syllabus as civil service inspection so candidates get good training and master’s degrees, even if they don’t get to civil service.
