Refuting Odisha objects in the Indian Bill Port, 2021

Bhubaneswar: The state government on Tuesday, certain provisions in the design of the Indian port Bill-2021 proposed by the center captured that new laws can withdraw the power that has been determined by countries in the management of non-main ports.
Minister of Trade and Transportation Padmanabha Behera wrote a letter in this regard with the Union Port, Shipping and Water Channel (PSW) Mansukh Mandaviya.
Behera was looking for modifications in the draft bill and deliberation right to overcome coastal state care.
Previously, Chairman of the Minister of Tamil Nadu MK Stalin had written to nine major ministers including Odisha to oppose port bills and to take common actions.
As the authority to make regulations for non-main ports for most subjects is the Country Maritime Council or the current state of the coastal state, the center seeks to demand the country’s authority through the Maritime State Development Board (MSDC) with the proposed bill (MSDC ) With the proposed bill.
, the official source said.
“We object to the Process of the Proposed State Authority by the Trade Union Government.
The proposed provision, instead of making India a strong maritime nation, will inhibit the development of development led by the port in the country’s centralization,” Behera said.
The Minister of Trade and Transportation said the proposal in the bill was contrary to the spirit of cooperative federalism and state empowerment.
Behera said MSDC had existed as a advisory body that was informed since 1997, focused on the planning and development of the port and integrated interior waterways.
“The draft bill proposed to provide legal status.
While we welcome this step, MSDC must only consist of the Minister of State Coastal and the PSW Union Minister who is similar to the GST council.
Officials for concerns of the Workers Union and Government of Coastal Government can be made to invite MSDC,” Behera said.
It stated that the design of the centralized mandate bill of many routine functions to MSDC such as conducting an investigation, decided consideration of tariffs, which would be very limiting and less efficient, the Minister of Trade and Transportation said the MSDC role must continue to be a recommendation and advisory body as before.
Behera said important bills were not accelerated and the right deliberation was carried out with countries holding interests to bring more effectiveness.
The state government is in the process of being the Odisha state maritime board.
The bill, which was passed in the State Assembly in February, is now awaiting the approval of the President of India.
Stated that there was no provision in the draft bill to include the state maritime board, Behera demanded the provisions that must be made for the same.
However, the state government is welcomed both related to the safety and security of the port, prevention and detention of port pollution, compliance with state obligations in national interests.
While Parupip Port is the main port, Odisha has two non-main ports in Dhamra and Gopalpur.
The state government has identified 14 potential locations for the development of non-main ports.
