Registration of Dealer-Point Vehicles, RC Digital has not been launched in Karnataka

Bengaluru: Two Plans for the State Transportation Department – To implement registration of vehicle dealer-point and introduce a digital registration certificate (RCS) to reduce corruption, delays, and red-peamism – it has not taken off.
About 15 Lakh vehicles are being registered with Karnataka every year, where around 90% are non-transportation vehicles.
Countries such as Maharashtra, Kerala, Gujarat, Uttarakhand, Punjab, Haryana, West Bengal, Uttar Pradesh, Delhi, Madhya Pradesh, Rajasthan, Odisha, Telangana and Assam have launched Registration of Dealer-Points (DPR).
Under the DPR, non-transportation vehicle registration with a body built fully from producers can be done at the dealer level itself.
It is expected to reduce the time taken for vehicle registration, corruption, documents and workloads.
RTO throughout the country faces severe staff shortages.
As part of the DPR, the dealer will upload all documents (relevant forms, insurance, etc.) on the portal parahan after customers choose new vehicles and make payments in the showroom.
The receipt with the registration number will be generated online after paid taxes and high security registration plates (HSRP) will be repaired in one hour.
This means that customers who visit the car showroom can return home with vehicles on the same day.

Motor vehicle tax is also calculated based on the number of sales.
Officials say motorized vehicle laws, 2019 empowers the state government to delegate authority to other individuals / institutions to register new vehicles (with a fully built body).
The department also mandated dealers to provide a guarantee of RS 20 Lakh Bank in connection with four wheels and RS 5 Lakh for two wheels before being appointed as registration authority.
The movement of the transportation department to stop removing smart cards for RCS and DLS and to provide it only in digital format also remains on paper.
This center allows motorists throughout the country to use MPARIVahan or DigiLocker on mobile from October 1, 2020 instead of carrying physical documents while traveling.
“It’s without paper and environmentally friendly.
In the current digital era, most people only bring gadgets so it’s better to eliminate with old practices bringing RCS physically,” said an official.
There are several complaints about the delay in getting a new RCS or DL ​​because of lack of smart cards.
The plan is to allow motorists using digitally signed certificates such as RCS and DL via DigiLocker or let them display molds if there are traffic police or transportation officials asking them.
They can also laminate digital documents on the aadhaar line.
In 2009, the department switched from a paper-based license and RCS to a smart card.
However, both departments and traffic police do not have card readers so there is no way to check their authenticity.
