New Delhi: Delhi Police on Monday told the High Court that substantive steps had been taken to increase security in seven district courts after the September 24 shootout which killed three people in the courtroom in Rohini Court.
The police told the High Court that security audits have been carried out and more metal detectors have been provided in all seven District Courts -Tis Hazari, Rohini, Karkardoom, Saket, Patiala, Dwarka, and Rouse Avenue.
The chairman of the Judge D N Patel and Justice Jyoti Singh noted that the points raised by the police during hearing had not been submitted in court and asked for advice to place it on his note so that the details could be included in his last order.
The bench noted that some of the associations bar had submitted their advice and some remaining and said if there were other respondents wanting to submit further suggestions, they were allowed to do it before October 29.
This includes the problem for November 8, making it clear no more time will be given for archiving suggestions and then will pass the final sequence in this problem.
The additional lawyer General Chetan Sharma, who represented Delhi police, said substantive steps had been taken for increased security in the court complex after the previous high court order and that more infrastructure and labor had been provided there.
He said 2300 CCTVs were in the court complex and 800 was more needed and added that all the seven district courts had been covered by increasing their securities.
The Association of Saket Bar, through the Advocacy of KC Mittal and Yuganth Mittal, handed over its suggestions, including the Proximity Card / General Card General for Advocates for the High Court and District Court issued by an independent body after submitting the original document forwarded by the Association.
It was said that RFID tag was centered for cars and other lawyer vehicles issued by the district judge’s office concerned which would function for the High Court and all district courts.
The bench was hearing a petition on security and safety in the court, which was initiated itself after the September 24 shootout in Rohini Court.
The bench had previously asked all stakeholders, including the center, Delhi government, and various bar associations to also provide their advice on the problem so they could be included in the order.
Some other lawyers also have suggested that the entry of supporters in the court where the court must be permitted based on “smart cards” which have a digital chip for identity verification.
The Delhi High Court Bar Association (DHCBA) and Delhi Board Bar (BCD), in their advice, saying that such a smart card will be similar to the “closeness card” which was issued for lawyers to secure in the place of the Supreme Court in the Supreme Court.
Lawyer Robin Raju, appeared for the applicant’s lawyer who had submitted a separate request about this issue, said that an advisor must be spent for all bar members to work with security checks in court.
Previously, Delhi police have suggested that the use of technology must be maximized to reduce the physical presence of the party in all seven district courts here and updated security gadgets installed there to avoid security issues.
It is said that the security of seven district courts has been taken over by the security unit, which is a special police unit Delhi, and the security settings needed and the staff are being deployed accordingly.
The High Court on September 30 was initiated by itself in the petition on the security in the court in the national capital after the September 24 shootout in Rohini Court, said there was a need for the deployment of police personnel who were sufficient and effective in court.
