Nagpur: The state government often violates the 1966 Indian Forest Service Regulation (Fixation of Cadre), issued by the Ministry of Personnel, public complaints and retirees, the Department of Personnel & Training (DOPT), with arbitrarily and discriminatory promoting certain IFS and discriminatory officers.
According to paper that has TOI, on December 28, 2018, the state government promotes officers in 1987 ifs Nitin Kakodkar as PCCF (wildlife).
It was released from Kakodkar to Junior to the two IFS officers from the 1986 batch – G Sai Prakash and Praveen Srivastava.as per The Dopt, IFS Cadre Review was done every five years.
The next review was due in 2021 but had not been done.
The state government is to increase IFS’s own offiver posts for two years, as permitted.
However, officers held such posts even after the two-year period had expired.
But recently, the state government did not apply the same rules to APCCF TK Choubey, IFS officers from Batch 1987, which retired on June 30, 2021.
The name was cleared by the Department Promotion Committee (DPC) in December.
Previously, there was an IFS official which was promoted as a PCCF for one day.
To open the way for Kakodkar, the government stepped forward by promoting the Manijaya Sai Prakash and Srivastava as PCCF (Budget, Planning & Development) and PCCF (information, technology & policy), respectively by increasing the temporary ApCCF posts.
This is in a clear violation of the Indian Forest Regulation (Fixation of Cadre Cadre) 1966 issued on August 12, 2016.
The period of improving PCCF (BPD) & PCCF (ITP) is two years – starting February 1, 2019 to 30 January 2021.Beyond period This, the government must take approval from the central government under the sub-power of 2 rules of 4 Indian Forestry Service (cadres), 1966, which has not been obtained, both of them.
PCCF posts must be reduced to the APCCF and the appointed officer for this post should be reduced as APCCFS with direct effects, but the state government is silent on this problem.
The government has no power to increase any post outside two years.
In other cases, the government made its power use arbitrarily when temporarily increased the forest chief conservator (MANRALAYA) on August 14, 2018, to support certain officers.
The same post from the APCCF (Mantralaya) was revealed to the CCF (MANTRAYA) for the period from December 23, 2019 and June 22 2020 for Arvind APTE.
Extended until August 2020.
APTE currently occupies this post as a secretary with the central government is needed.
