New Delhi: With the Covid situation currently forcing parties and candidates to focus on campaign digital mode in a five-state poll, Sushil Chandra’s main electoral commissioner on Friday directing electoral observers to keep tabs close to the expenditure on candidates about the campaign in addition to monitoring compliance Covid safety norms by political party leaders and candidates and mark every violation for the necessary actions.
The source said the EC would issue a set of revised guidelines for observers to monitor expenses for digital forms of campaign by candidates.
The norms, the possibility of going out on Saturday, will put down how digital campaigns must be accounted for and calculated by register managed by candidates, at the end of the campaign that day.
Candidates will also get used to norms so they can explain their expenses for virtual outreach.
On the direction of nearly 900 observers – general, expenses and police – to be deployed in five states of the polls rise, Uttarakhand, Punjab, Goa, and Manipur, Chandra also emphasizes the need for observers to be accessed and visible when they monitor the process of polls .
In addition to witnessing compliance with Covid norms for the safety of voting and voters, CEC directs observers to ensure the hassle free experience for voters, including those who are disabled, by visiting the number of maximum cubicles and seeing it that Sveep activities are carried out on land to reach the number of voters higher, especially among voter women.
Overcoming observers – taken from IAS, IPS, IRS, and other central services – in meetings held through hybrid mode, Chandra describes observers as ‘eyes and ear’ from EC and ask them to be aware of any irregularities in the code model of behavior and other guidelines .
Emphasizing the Zero EC tolerance to misuse of money or all types of persuasion, CEC urged expenditure observers to become innovative in fighting newer persecution methods.
Election Commissioner Rajiv Kumar said observers played a cardinal role in the implementation of elections and thus needed to be accessible and seen by voters, candidates, and political parties to personally attend their advice & complaints.
He warned observers that they were always under strict and microscopic supervision and thus must be careful and wisely about their own behavior during the election process.
Commissioner of the Election of Anup Chandra Pandey, highlighting the increase in the role of virtual campaigns at the moment, said the need to reduce the wrong information and hate social media campaigns.
