Second autopsy rules out torture, gangster Jaipal cremated

FEROZEPUR: Fourteen days after his death in an encounter in Kolkata, gangster Jaipal Singh Bhullar was cremated here on Wednesday.
His younger brother Amritpal, who was brought from Bathinda jail, lit the pyre with handcuffs on as police refused to remove them, citing security reasons.
Jaipal’s second autopsy, conducted by the PGIMER, Chandigarh, has ruled out torture before death.
The autopsy, conducted by a panel of four doctors on Tuesday, states that the body has no injuries which are suggestive of physical torture.
Most injuries are firearm related and the fracture on the left forearm allegedly due to torture is actually because of bullet impact.
It says that the presence of metallic piece adjoining that shattering proves the same.
Xrays of all major joints do not show fracture of any kind and no underlying injury was found at the place which is suggestive of any kind of torture, it adds.
Three bullets were recovered from the body, it said.
Jaipal’s father Bhupinder Singh Bhullar has trashed the report, alleging it was prepared under pressure from IPS lobby.
Jaipal and another gangster, Jaspreet Singh, were allegedly involved in the killing of two policemen in Ludhiana recently and were shot by a Special Task Force team of the Kolkata police earlier this month.
Jaipal’s father had approached the Punjab and Haryana high court, alleging torture and demanding a second post-mortem, either at the PGIMER or Delhi’s AIIMS to ascertain the exact nature of injuries.
However, the HC had dismissed the petition, observing that it has no jurisdiction as the post-mortem was conducted in Kolkata.
Bhullar had then approached the Supreme Court, which directed the HC to decide the plea by June 21.
On Monday, the HC had directed the PGI to conduct another post-mortem.
