T’Puram: Center has framed standard operating procedures (SOP), to effectively implement the process involved in seeking previous approval from competent authorities before asking government officials, in accordance with the existing part of the Corruption Court.
The center has written to all the Chief Secretary, including the Secretary of the State Secretary to implement SOPs that include detailed procedures for wise confidential information processing and rank of police officers who must seek previous approval from the government to find probes on various categories of civil servants.
Officers in the ranks of DGP, ADGP, IG and excavation are authorized to disable the application for previous approval and forward it to the government and the appropriate authorities based on the rank of people who have been sought by the investigation.
In the case of the minister of Union, MPs, CMS and Minister of Civil Cabinet, MLAS, Supreme Court and Judge of the CMDS CMDS public sector companies or public sector banks, applications that seek previous approval must be made by DGP officers with DGP officials.
In 2017, VACB has issued a circular, asking its officers to collect quality information on the basis of source information reports on grafts, abuse of official positions and disproportional assets must be prepared to seek investigation.
It insisted after the agency had been excessive in many cases that did not even have a probe angle of vigilance and many government officials targeted for the actions they took in their official capacity.
In 2018, the Center changed PC’s actions, by including part 17A which required previous approval if an investigation was needed against public servants.
In the latest SOP, a police officer, after receiving the information, must verify whether the Prima Facie information reveals the actual violation commission based on the law and contains information to identify the alleged civil servants.
He must see the current status of public servants to determine the rating of the right police officers to seek approval to conduct an investigation in section 17a of the action if necessary and put the problem before police officers for approval.
The appropriate ranking officer then decided whether the information received mele to fulfill.
If the need can be trusted, it must submit a proposal to the government or the appropriate authority through a one-window procedure with clear and authenticated documents.
The government or authority will have officers – not under the rank of secretary under the secretary – to accept proposals related to approval for investigations or investigations under the section.
The application must be processed, cleaned or rejected in legal schedules after following the mandatory procedure including legal examination and consultation, if needed.
