Lucknow: The Comptroller and General Auditor (CAG) have been marked ‘glaring deviations’ in the part of Rajiv Gandhi National Aviation University of Amethi, which causes academic and monetary loss.
The audit report highlighted the sluggish approach in the implementation of the contract with KPMG, a company engaged in the formation of RGNAU (under the Ministry of Civil Aviation Union).
This, he said, has led to ‘sufficient’ delay in the completion of the work and financial loss of 48.9 lakh imposed as a punishment for delays.
It also shows that contrary to government regulations, KPMG has submitted a bank guarantee performance in an acceptable form in September 2017, one year and one month after signing the contract.
According to the rules, performance security must be completed within 14 days after the award notification.
The release of Rs 1.96 Crore by Ranggnau before receiving the implementation guarantee (by KPMG) in the form of a bank guarantee is very irregular, the CAG report said.
In the latest report, the CAG report said that there was no post-academic and non-academic – except that vice chancellors, registrars and finance officers were made since the beginning of the University in 2013.
The first procedure has also not been published so far.
Stating that the target being the main institution cannot be achieved by functioning with contract staff, the report shows that after the resignation of VC and the termination of the registrar, this article has not been filled.
There is no other legal entity except the executive board and the academic council, the report said.
The CAG report shows several other anomalies and differences that cause great losses to the state treasury for years.
The university, he said, caused losses to the government by not submitting Rs 99 lakh accepted as a government grant interest.
It also caused monetary losses by more-payment to GMR Aviation Academy with Rs 2.8 lakh for PG Diploma in airport operations, the report said.
Ranggnau agreement with the Indian Airport Authority (AAI) for building blocks and building academic dormitories is still incomplete, national auditor found.
The work that began in 2013 it will be completed in August 2016.
The recording does not show whether the extension has been approved by the Civil Service Ministry for the project, showing CAG.
