Supreme Most GR to cut costs up to 15%, Criticism Crying ‘Eyewash’

Mumbai: The State Government on Thursday issued Government Resolutions (GR) who asked school to cut a cost of 15% in this academic year, a moving criticism was dismissed as “eyewash” in the absence of legislative changes in the Cost Regulatory Law.
BJP reached out to move “by the educational government of the Baron”.
The similar gr was issued on May 8, 2020 challenged at the Bombay High Court by the Unaided School Forum and remained unidential.
“This year gr is eyewash again and will be challenged in HC.
Other academic years will pass only by fighting for cost reduction,” said Advocate Anubha Sahai, President of the Indian parents’ association.
Last month, the state had considered changing the Maharashtra Education Act (Cost Regulations) Act 2018.
The rules were placed before the cabinet on July 14.
On Wednesday, the senior ministers took objections to their promulgence.
GR calls for a refund to students who have paid a complete fee.
It also asks for schools to not degrade students from online classes for non-payment fees.
But most players in the education sector said GR was a mere advisor with the absence of legal amendments to regulate and did not have a legal mandate.
The Secretary of the Kedia Unaided S School Forum said the government “clearly did not read” Scorporate SC in the Rajasthan case, which was intended to provide a framework for its decision.
“It is clear that the state cannot use a gr of cost reduction based on the regulatory law,” he said.
The government has come out with the same gr in May 2020 which initially lived in the Bombay High Court.
It was emptied on March 202, but the court reiterated that parents had to pay fees.
But a group of parents, filed a petition leaving specifically at the Supreme Court challenging HC’s command.
The APEX court quoted Rajasthan’s school assessment and asked the state to reduce costs by 15%.
Kedia, however, said SC assessment would not apply to the cost of 2021-22.
“We will soon challenge the GR in the High Court.
A gr like that will again create chaos and riots between parents and management,” he added.
GR was also criticized by BJP which called it a step initiated by the “Baron Education Government”.
It is impossible that the fee will be released, or “it will not be surprising if the cost is lifted and then reduced,” said opposition leader Devendra Fadnivis.

Under the rules, any dispute must be referred to the division cost regulation committee.
“A group of 25% old people are needed to approach the committee.
We have asked individual parents allowed to submit their complaints before the committee,” said Prasad Tulasilda, one of the parents who had approached SC.
He said that only a regulation could provide strength to the state to regulate school costs without assistance, “but it will not happen because many big schools are owned by politicians”.
This is also why the state has delayed a private school financial audit, alleged parents.
BJP MLA Atul Bhatkalkalkar from Kandivli East told the main minister must reveal the names of ministers who opposed the rules or BJP will reveal the number of schools run by them.
“We will continue our agitation of the increase in school fees,” he said.
