Suspected human smuggling from Florida was released without bonding

Fargo: A Florida man who was arrested for human smuggling after four people was found dead in a snowstorm in Canada and seven more immigrants were found living nearby in the US released from prison Monday without having to pay bonds.
Steve Shand, 57, was indicted by transportation or efforts to transport illegal immigrants.
He has not been charged in death.
According to a written statement, the four body was found near Emerson, Manitoba.
In addition, five Indian citizens were found on foot on the side of the Minnesota border and two were found nearby riding a 5-passenger van shand.
Affidavit does not explain why most of them are no longer in Van.
Shand appeared through Livestream Monday from prison at the Grand Forks, North Dakota.
The US Judge Hakim Hildy Bow of Minnesota did not order a bond, but said that Shand had to report to the supervisor in the state of Florida and submit a passport or other travel documents.
Shand must appear for all court processes, comply with all laws and cannot make contact with victims or witnesses in this case.
He will only be allowed to travel to Florida or Minnesota, where the court process will be held.
Some hearings can be virtually scheduled, said Bowbeer.
Bowbeer ordered a Shand to undergo a mental health evaluation in 60 days.
Shand handed over their rights to hear the introduction of whether there was a possibility of the cause to move forward with this case, her lawyer Doug Micko said.
US border patrols in North Dakota stopped Van Shand only south of the Canadian border on Wednesday.
Around the same time, court documents said five other people were seen by law enforcement in the nearby snow.
The group told the officers they had run for more than 11 hours outside in a vigorous condition.
Officers found three bodies together – a man, a woman and baby – about 33 feet (10 meters) from the border near Emerson, Manitoba.
The search continues and the body of a teenage boy is found short distance.
They all wear winter clothes, document shows, but it won’t be enough to save them in frozen conditions.
Two Indian citizens were hospitalized.
It is not clear what will happen to seven victims.
US immigration and customs enforcement officials said they were not captured by the agency and not in their custody.
“This is truly an amazing incident,” said Canada Prime Minister Justin Trudeau during Friday’s appearance in Ottawa.
The American authority accused the court document that Shand was likely to have been involved in other border crossings, including two in December.
