Mumbai: BMC must blink and finally clean up the tender for garden and garden maintenance to companies bid by almost 40% below the estimated BMC costs.
BMC takes more than three months to decide low bid but eventually surrender and has placed a proposal to give a reward contract worth 69 crore to these companies.
Despite rubbing the tender and deposits of contractors to offer 40% below estimates, the contractor once again bid by around 40% below the estimate of the fresh tender floating this month for maintenance of more than 200 parks and gardens.
About the requirements of the need for well-maintained open spaces is very important for Mumbai who is starving in space.
It is a good step by BMC to punish the company that has an offer below forecasts and finally does a bad job.
But with agencies bid below the estimate again, it seems to fail to break the contractor cartel.
BMC must place a strict audit and quality check to ensure the open space is well maintained even though there is a low bid.
“The previous average was -44% and the average now on the second tender was around -38%.
So there isn’t much difference.
But we have no choice because we need an agent to maintain open space.
We will have a strict audit and Weekly report, “said an official.
In August 2021, BMC had canceled a tender worth Rs 50 Crore for maintenance of more than 200 parks and gardens after the contractor bid more than 40% below the cost estimate and allegedly trying to make a cartel.
The Supplementary City Commissioner Ashwini Bhide has been intended to also lose RS 50 Lakh deposits from contractors to bid far below estimates.
BMC has floated tenders for maintenance of around 200 parks and parks through a one-year contract.
BJP accused BMC failed to break the contractor cartel.
“This shows that the contractor is stronger than BMC.
BMC must conduct an investigation into officials who prepare forecasts.
How can the contractor bid below 40% compared to the original estimate? It was good for losing deposits but it seems that it failed to break the contractor cartel.
Companies Which has an offer below 30% for the second time must be blacklisted.
BMC must include a very strict quality and audit check and appoint contractor.
The contractor has laughed last and this is a slap on the face of BMC, “said Vinod Mishra, BJP Corporator.
Overall, BMC has 1,052 open plots together with a size of 1,200 hectares, which include parks, recreational land and playground.
