Nagpur: The fire causes the loss of RS12 Crore at the Bamboo Research Center (BRTC), the largest bamboo campus in the world, in Chichpalli near Chandrapur on February 25 this year seems to have been forgotten.
But the audit report by the National Fire Service College (NFSC), Nagpur, points many deviations and anomalies in construction that cause fire.
Two broad administrative buildings and workshops claimed to be fireproof being broken hearted.
The state government has spent Hospital RS 75 Crore on building structures.
On March 2, 2021, PWD Superintending Engineers (Electricity), Nagpur, have searched for a fire risk assessment report from NFSC but it was never published.
Reports received by TOI under RTI raises many questions about construction and deviations.
Both the PWD civil or electric wings have fulfilled the NFSC recommendation, leaving room for the incident more.
The NFSC has shown that the BRTC has many flammable materials and flammable liquid-based products such as paint, varnish, thinners and adhesives, in addition to flammable chemicals.
The building has bamboo, fiber and asphalt sheets and polystyrene, which produces poisonous smoke.
The report states that the BRTC has fire protection and life protection actions in place, but this requires modification and reinforcement to make them more effective.
The report said that electric and mechanical machines for workshops must be installed in non-flammable buildings.
Audit report points that classrooms, workshops, floors and roof are built from flammable materials.
In accordance with the 2016 National Building Code (NBCI) 2016, non-flammable materials must be used for buildings.
The NFSC recommended fire retardant treatment all flammable and installation of roof drenches.
This hasn’t been done until now.
This report observes that cables and electrical cables in the structure have been provided along the bamboo pillar in the normal PVC pipe channel with a normal switch.
As per nbci, cables and cables must be fire resistant and the cable must be run in the metal channel.
Bamboo experts were asked whether PWD electric wings were competent, why did NBCI guidelines be ignored during planning and implementation? They want to know what additional steps of PWD have been taken to protect the life of residents as asphalt sheets will fall fast which will inhibit evacuation.
This report observes that the kitchen canteen and eating facilities have been planned in a bamboo warehouse.
As per Nbci, in the open kitchen fire cooking equipment used and the kitchen must be separated from other parts.
It has been asked to find a kitchen in non-flammable construction in the RCC.
NFSC has recommended installing a wet system and upstream open nozzle spar.
It has been asked to have maximum fireproof treatment and switches.
It states that electric transformers and substations are installed close to the building.
They need to shift 25 meters from the BRTC, the report said.
PWD Executive Engineer Anant Bhaskarwar did not respond to repeated TI calls.
The NFSC has also noted that because of the completion of the BRTC building, it is impossible to have in the installation of fire.
“For emergencies, firefighters must be installed by Round-the-Clock.
Special attention must be taken to ensure no fire in the BRTC, “said the report.
Observation & Suggestions * If bamboo is very flammable, why the kitchen with LPG cylinder is made of bamboo * Smoke detection system is not installed according to standard bus hydrant * APIs need to be extended to the back side of the building.
The distance from the hydrant of the face of the building needs to increase * Devotees cooking food at the open temple with close to the BRTC.
