Ghaziabad: Special CBI Court on Friday sentenced a senior government official and others in connection with the fraud related to the housing plot scheme launched by the Noida Authority in 2004.
Rama Shankar Singh, a system manager employed with Uttar Pradesh Development Systems Corporation Ltd – A government government hired by the authority to have a computerized lucky plot lottery – and Alok Singh Chauhan, an external expert hired by the agency, sentenced to three years in prison.
They were found guilty of influencing the results of lucky lottery and allocating most plots to “VIPS”.
Shivank Singh’s special judicial judge also rebuked the central investigation body to silence about the role of noida authority and “called VIPS” for whom the manipulation was carried out.
It is the High Court of Allahabad who has directed the CBI to investigate deviations in the plot scheme and know the role of authority officials, updesco and other departments concerned in manipulating lots of lottery.
The court has observed that “Therefore, the whole process, no fraud played by Noida authorities at applicants”.
“This court is very painful to note that even though there is a special direction provided by the Hon’ble Yudisi High Court in Allahabad at the Writ Petition mentioned above, the CBI has not investigated the case in connection with what is called ‘VIPS’ plot in a questionable scheme.
.
the court does not hesitate to say that, in this case presented by CBI with limitless ways to outwit this court deserves to be the strongest disapproval, “said the CBI special court judge singh while passing the order.
“It seems factually impossible and logically illogically that the manipulation is carried out without the role of noida authority officials,” said the court.
In 2004, the authority had floated schemes to allocate 1,250 plots under various categories.
Residents were given until December 31 that year to submit a plot and lot lottery was held on July 2, 2005, at the Stadium Noida.
However, only the names of “called VIPS” were announced as Allottes.
There is public anger directly, resulting in cancellation of a draw after two days.
Some people approached the High Court, accused the Convivance of the Authority and “VIP”.
Although the High Court has asked the CBI to find out the role of authority officials, the agency submits Chargesheet against Singh and Chauhan due to cheating, criminal conspiracy, and other parts of IPC and IT.
During the investigation, it was found that the 711 “VIP” applicants, 129 got a plot.
This means ratio 1: 5.5 in connection with VIP applicants who get a plot.
The success ratio for general candidates is 1: 267.
The CBI has stated that the defendant has manipulated fake data and entries made into various tables related to lot lottery in the computer database.
It also found that computers used to print a list of successful candidates were destroyed and replaced with others.
Certain deficiencies are found against authority and exercise officials, and the actions of the department are recommended against them.
