The Center asked Laggard to accelerate the Notification of Pesa

New Delhi: Taking a serious view of their delay, the Center has asked Madhya Pradesh, Chhattisgarh, Jharkhand and Odisha – Four states which are an important part of the Indian tribe population – to accelerate the notification and implementation of Panchayats rules (extensions for scheduled areas) ACT 1996 (Pesa), which will be completed by 25 years in December this year.
The Ministry of Pancayati Raj (MORL) is planning to write to America to clean up obstacles and notify the rules for the next few months.
The provisions of ACT PESA seek to empower local governments in the field V of the country to help maintain and preserve the traditions and customs of the tribal community.
The design of the Rules model has been circulated by (MORR) in 2009 to 10 countries.
Six countries – Andhra Pradesh, Himachal Pradesh, Maharashtra, Rajasthan, Gujarat and Telangana – have told the rules of their country.
The remaining four (Chhattisgarh, Jharkhand, Madhya Pradesh and Odisha) on Thursday told the Ministry of Pancayati Raj and tribal that they were in the process of considering the rules of this implementation.
The update of the challenges faced was shared by them at the National Conference organized by the Ministry to review the implementation and steps of the PESTA to improve tribal welfare.
The Minister of Rural Development and Pancayati Raj, Minister of Giriraj Singh and the Tribe Arjun Munda clarified that there was no scope for further delays.
At the conference, the two ministers said that if needed they would take this problem with the governor, the Chief of the Minister and Minister of the four states.
The consideration and the results of this conference will be placed at a ministerial conference, it is proposed to be held in January next year.
The Minister of Tribal affairs stressed the need for a convergence model for the scheme of the Ministry of Pancayati Raj, tribal and environmental affairs, forests and climate change that applies to tribes.
Describing the spirit of Pesa, said Munda, “PESTA seeks to protect the principle of Jal, Forest, Jameen (water, forest and soil) for tribes.
Strengthening and empowerment of Sabhas grams is very important under Pesa.” He also emphasizes the need to prevent alienation of land from well-organized data relatives must be maintained and the need for convergence between PESP and the implementation of forest rights laws.
Singh said that when preparing the planned construction of Gram Panchayat (GPDP), they must create a new model of development for the tribal community through convergence.
