Gurgaon: Four Engineers of the Municipal Corporation of Gurgaon (MCG) was booked on Friday for allegedly starting payments to private contractors for development projects that were never executed.
Three contractors, who have received payment, are also named in FIR.
The Chief Engineer Thakur Lal Sharma filed a complaint at the conscious police station, gave the name of four MCG officials and three private contractors.
The move came a day after the local urban minister of Minister Anil Vij recommended firs against the executive engineer Gopal Konawat, which was accused of main.
VIJ, during a visit without notice to the corporate office on Thursday, it has stated dissatisfaction with the works there and attracted several officials for performance.
Apart from the Calawat, the others ordered were Pankaj Saini, also an executive engineer; Vicky Kumar, assistant engineer; Vinod Kumar, Junior Engineer; and three contractors – Dilawar Singh, Rajkumar and Pawan Balhara.
“They were ordered below the 120B section (criminal conspiracy), 420 (cheating) and other relevant provisions from the IPC.
The complaint was submitted against them for bill payments for projects that were never executed,” said an MCG official.
According to complaints by Sharma, MCG engineers have continued with private contractors to make false “job satisfaction certificates” in the name of the Ward member member where the projects will be developed.
This certificate is then used to send fake bills for projects such as road repairs and waterways and put the gutter line.
The engineers allegedly ensure that payments are made to the contractor.
After repeated complaints, internal investigations reveal that “job satisfaction certificates” are not mentioned when they are issued or the project name.
It is a group of board members who bring upwards that payments have been made from MCG cash for projects that have not even begun.
In November last year, the head of the MCG later, Vinay Pratap Singh, has written to the Secretary of the Head of the Department of the Urban Local Agency, SN Roy, and looks for strict actions against engineers and contractors for alleged irregularities.

MCG has now compiled a format to publish a certificate of job satisfaction.
This certificate will now be issued by five members of the Environmental Committee under the International Law Haryana Municipal Corporation, and Citizen Haryana Participal Law, 2008.
