New Delhi: The government on Monday introduced the main constitutional amendment bill at Lok Sabha which seeks to restore the state’s strength to make a list of their own OBC.
Minister of Justice and Social Empowerment Virendra Kumar introduced constitutional bills (amendments to 127), 2021.
In the statement of objects and reasons, Kumar said to clarify adequately that the states and union areas were empowered to prepare and maintain a list of their own sebcs (class Socially retreat and education) and with the intention of maintaining the federal structure of the state, there is a need to change the article 342a and make consequential amendments in article 338b and 366 of the constitution.
Most of the opposition members, including those from the Congress, have supported a politically sensitive bill because it touches the interests of other strong backwards numerically (OBC).
“The government will introduce the constitutional amendment bill in parliament.
All leaders from various parties will support this bill and we want this bill to be introduced today (Monday) to be forwarded immediately after discussion about it,” opposition leader at Rajya Sabha Malikarjun Kharge told reporters .
Opposition members, who have been in the wells of houses throughout the session to register their protests for the problem of Pegasus reconnaissance, returned to their seats when the minister introduced the bill.
Adhir Ranjan Chowdhury of the Congress, T Balu from DMK and Ritesh Pandey from BSP voiced their support for the proposed law even when they object to the way the government continued to advance with the legislative agenda in the midst of DIN.
Chowdhury said the government listened to the previous opposition members, the rights of the state would remain protected.

The 102nd Constitutional Amendment Act entered Article 338b, which is related to the structure, task and strength of the National Backward class, and 342A relating to the power of the President to notify certain caste as SEBC and parliamentary power to change lists.
Article 366 (26C) defines SEBCS.
The Supreme Court has rejected the central demand seeking a review of the majority verdict May 5 which survived that the amendment of the 102st Constitution took the power of the state to notify SEBCS for granting quotas in work and receipts.
The opposition parties then accused the center of attacking the federal structure by taking the strength of countries to identify and include OBC.
However, Kumar told Rajya Sabha last month that the government consulted with legal experts and the Ministry of Law and examined ways to protect the strength of countries in determining the list of OBC countries.
On May 5, a constitutional bench of five judges from the Supreme Court, headed by Justice Ashok Bhushan, unanimously set aside Maharashtra quota which gave a quota to Maratha and refused to refer to the 1992 mandal decision which placed 50 percent stamp on the reservation.
