New Delhi: The Ministry of Environment has proposed to free up exploration drilling operations for natural gas & gas and the development of related facilities in inter-tidal areas of the “previous coastal regulation zone (CRZ) Clearance”.
The final decision in this case will be taken so the ministry analyzes comments and views of stakeholders after two months.
The proposal by chance was issued as a notification concept in a Gazette on November 1 when the country negotiated its position on various problems, including the use of fossil fuels and fairly in the carbon room (COP26) in Glasgow (COP26) in Glasgow, UK.
Stakeholders and experts are expected to share their views about the concept of this proposal with the ministry at the end of next month.
The ministry in January 2019 issued a notification that declared certain coastal stretches as CRZ, limiting the settings and expanding industries, operations, and processes in fragile zones ecologically along the coast.
However, now it proposes the easing of these restrictions for oil & gas drilling operations, which act on the request of the Ministry of Oil and Gas, and other stakeholders, and further recommendations from the National Coastal Zone Management Authority (NCZMA).
“In Post-Liberalization of India, regulatory instruments such as CRZ were introduced to balance the government’s economic priorities by being tasked with protecting the environment and ensuring social welfare.
These instruments always agree with introducing amendments that support certain projects or sectoral demands.
However, the proposed change in CRZ does not regret the foregrounding of the demand for oil and gas industries as justification, and contrary to the goal of the notification set to ‘save and protect’ stretch coastal and ensure ‘livelihood security’ Fisher and.
Other communities, “said Kanchi Kohli, a senior researcher in Think -Tank based Delhi, policy research center (CPR).
“It is also important to find amendments (proposals) together with a series of changes conducted on the assessment of the impact and public audience procedures for the oil and gas industry for the past two years.
This sector has been recognized for the maximization of production by the government.
Amendments as proposed can be understood for Responding to this call, and is not intended to study the socio-ecological implications of this deregulation, “he added.
The ministry through his draft has also proposed other changes in CRZ, 2019, such as maintaining “purely temporary and seasonal structures (huts)” during the rainy season with adequate prevention measures, and provide regulatory strength to coastal zone management authorities related to declare if Give permission for a stand-alone dock, breakwaters, salt, warehouse, and bund control of manual erosion control.
This decentralization step can speed up the process of creating the structure.
