Guwahati: The Assam Government will obtain the Cachar and Nagaon Paper Mills of the Hindustan Paper Corporation (HPC) assets, which have lied since October 2015 and March 2017, and will provide aid package around Rs 570 Crore to employees.
The agreement was signed by the Chairman of the Minister of Himanta Buswa Sarma, Minister of Industry and Trade Chandra Mohan Patowary and representatives of the HPC Mills Union and Association.
“Finally, reach an agreement with workers and HPC employees to solve their delayed salary and contributions,” Sarma said after a four-hour meeting with trade unions and the association ended at 2 am on Wednesday.
In accordance with the agreement, the state government will approach the national company’s law tribunal (NCLT) through official liquidators to take over all HPC assets after the due diligence.
It added that aid package around RS 570 Crore will be disbursed to employees within two months after the NCLT approval of the proposal, submitted by the government.
The state will also provide permanent government work for 100 young officers and workers according to their qualifications at the level of entries, and equivalent to the scale of the state government payment on appropriate posts, by forgiving the upper age limit and taking special recruitment drives.
They will be provided provided funds, gratuities, pensions and other legal contributions, but not salaries.
Other doctors and paramedic staff from HPC companies will also get permanent government jobs according to the agreement.
The amount of assistance will be given to paper factory employees only when they empty their homes, places and other assets of the HPC.
However, in rare cases, in humanitarian land, an additional period of one month can be permitted to empty the quarter by the deputy commissioner concerned.
Employees have been asked to ensure that the ownership of assets is smoothly taken over by the state government without obstacles and obstacles, and the same thing will not be debated in any court.
