Bhubaneswar: The Odisha government has joined other people in opposing the planned union government to limit the state’s words in the center deputation of IAS and IPS, increasing serious concern about the results of such steps.
Responding to the Department of Personnel and Training (DOPT) of the January 12 letter to the state regarding the plan to change the rules of 6 (Department of Cadre) from the Indian Administration Service Regulation in 1954, the State General Administration Department on Monday made it a clear opposition, a senior government official told Tii Tuesday.
The state has objected to the idea of the center to eliminate the practices of current officers who need permission without objections from the state government for central deputation.
Instead, Odisha has suggested that the center must increase the strength of cadres and fill vacancies in priority so that larger groups of officers are available to meet the terms of the central and state.
In accordance with the proposed change, if a country delays in eliminating state cadres named for central deputation, officers will be considered relieved from posts on the date decided by the center, a step that is opposed by the state.
“Fully attract officers from America by the center without considering their requirements will greatly influence governance,” Odisha said.
This step occurred a day after members of BJD Rajya Sabha Amar Patnaik raised objections to the Central Representative Plan.
Of the 248 post sanctions for IAS officers at Odisha, 68 were empty.
Twenty-eight among others are in the middle deputation to the maximum amount mandated from 54 which can be in the middle deputation at a certain time point.
In IPS cadres, against the strength of sanctions in 195, as many as 75 empty posts while 24 officers were in the central deputation.
The maximum permitted limit of IPS officers in Central Deputation from Odisha is 42.
The government has been looking for this vacancies and also increases strength gradually.
Many former bureaucrats found an autocratic center plan.
