Bhubaneswar: The State Government on Monday began the process of environmental restrictions and environmental elections for elections in 108 of the 115 Urban Local Agencies (ULB) in the state.
Minister of Housing and Urban Pratap Jena said the preparation of restrictions and bookings for SCS, STS, class and women for various wards in these cities will be completed on January 20 so the State Election Commission (SEC) held an election after that.
The state government requested district administration to complete restrictions and bookings in 105 cities, cities and council notification (NACS) on December 13 and three Cuttack City companies, Bhubaneswar and mixed on January 20.
The poll process did not begin in Sambalpur, Rourkela, Kendrapada, Nuabada and Odagaon because of the court cases delayed.
Similarly, the process does not begin at the Attabira and Hindol Council (NACS) because the selected ULB provisions will end in 2023.
Remuna in Ballasore District will witness the Urban poll for the first time after being upgraded to NAC from Pancayat more than a decade ago .
Although remuna was told as a NAC, it never had an ULB poll because of the previous court case.
The election of ULB has never been held in Sambalpur and Rourkela since this has been enhanced to the city company from the municipality.
While Sambalpur Municipal Corporation (SMC) was informed in November 2013, The Rourkela Municipal Corporation was formed in November 2014.
Separate cases were waiting in the Orissa High Court for the inclusion of new areas in the jurisdiction of the cities of these cities.
Polling was late in most ULB since December 2018 and in several others from July 2019.
The government plans to hold city elections after the election of Panchayat.
In a letter to the district collector, the administrative director of Sangramjit Nayak writes that as part of the action plan, cities must be divided into environments with a fair population distribution in accordance with the 2011 census and to order seats for SCS, STS, OBC, and women In accordance with the Changed Municipal Law Odisha.
For the city and NAC, districts must publish draft notices for limited wards and environmental quota for various categories on November 9 inviting people’s suggestions and objections.
People must respond on November 18.
The district will publish final notification on November 29.
One can appeal against notifications published by the District to the Department of Housing and Urban between November 29 to December 13.
Cuttack, Bhubaneswar and Religious Corporation will publish a notification draft on December 10 and publish final notification before January 20.
