Thiruvananthapuram: The state government has opposed the amendment proposed by the Deputy Regulation Center for All-India Service (AIS), on the grounds that the amendments support the center only and will result in fear between psychosis and hesitant attitudes officers.
In his letter to Prime Minister Narendra Modi on Sunday, the minister of Pinarayi Vijayan said that the rules of representatives in their own form were very published for the sake of unity and bringing further unity will weaken the roots of the cooperative federalism.
“The Kerala government believes that this proposed amendment can be dropped,” he said.
The main minister said that the proposed amendment would definitely encourage fear of psychosis and a doubt among AIS officers to implement the state government policy, which was formed by parties opposed by politically by the ruling party in the middle.
“We need to recognize that in a vibrant democratic and federal government, the state and central can be ruled by political formations with very different ideology and political views.
But these governments function in the constitutional framework,” he said.
This center has proposed four amendments to the rules of the six Indian Administration (cadres) rules, 1954.
At present, officers need to receive certificates without objections.
(NOC) from the state government for their center deputation.
In accordance with new amendments, if countries fail to provide NOC in the specified time, officers will be considered relieved from the date determined by the center.
According to the existing rules, the countries must be drained from the AIS officer to the center and anytime, deputation strength should not be more than 40% of total strength.
The proposed amendment says that the center will decide the number of actual officers to be punched on him.
The proposed amendment also said that in the case of disagreement between the center and the state, the center will decide and countries must effect the decision at a certain time.
