The State Assembly recently passed the bill, which also has provisions to provide a quota of up to 27% to other back-owned candidates, in rural polls.
It has received the agreement of Governor Ganeshi Lal.
According to new laws, the quota for Candidates SC and ST will be proportional to their population in certain environments, Panchayats, Blocks and Districts.
“After ordering a chair for SC and ST candidates, the authorities (Raj Pancayati department official) have been allowed to order the remaining percentage of seats for other backup classes, depending on a maximum of 27% of seats.
So the quota for OBC candidates will be different from one district to Other areas, “said an official.
Until the last Pancrayat poll was held in 2017, the total percentage of reservations for the SC, ST and backwards was around 65%.
The Orissa High Court on April 18, 2018 asked the state government to ensure that the total order may not exceed 50%, which was also enforced by the Supreme Court.
